John C. Wheatley focuses his practice on complex public-private partnership (P3) infrastructure transactions and alternative project delivery platforms. With extensive experience across transportation, energy, and social infrastructure sectors, John represents both public entities and financing parties in structuring innovative project delivery solutions.
